Catalog Builder in a Scoped Application - setting up permissions to access global tables

I have a scoped application that I've configured as Runtime Access Tracking - Enforcing and Restrict Table Choices = True. This scoped application will be used to provide a business stakeholder the ability to build their own catalog items through Catalog Builder. I would like to give them access to certain tables - so that when they are configuring the questions on their form, they can use the choice option and refer to a table in the global scope.
Do I need to set up an access control? Cross scope privilege? Any help appreciated... thanks!

Please creeate Cross scope privilege and select Target type as table

Hi, oddly enough, that was the first thing I tried... but the user table still doesn't show up as an option to select...
Source is my scoped app, Target is Global, Target Name User, Operation Read, Status Allowed, Target Type Table.
Any ideas? Thank you!
