Why can't I save some data of catalog item in save as draft?

The business is very complicated. To put it simply, it is a reference type project controlled by UI policy.
For example, when A=1 and B=1, the project of B is not displayed when it is saved by Save as Draft (not just the content). There may be something wrong with UI policy or something else.
