Hi @SATYAJEETJ ,
Switch off the "Hide Attachment" feature and use the "Mandatory Attachment" feature if you want submission of the attachments to be mandatory.
In the catalog item, it will look like this:
Here you can add multiple attachments and it will look something like this:

It's the expected OOB behavior. Please find below the support article that explains this.

As a workaround, you can use the OOB paper clip icon located at the bottom of your catalog item in the service portal. Alternatively, ask the user to zip the files and upload them using the attachment type variable.

The OOTB "Attachment" type variable supports only 1 file.
You can discuss with your customer and decide how many files they want to upload, have those many "Attachment" type variable
OR
Inform them to use the OOTB paper-clip icon and the end users can attach multiple files
