Refer these KB: KB2662570 After upgrading to Zurich the portal category badges background color is now grey

I would try to check in themes:

or branding editor:

https://yourinstance.service-now.com/sp_config?id=branding_editor

 

Eventually check what widget is that by pressing control and click on it to get such popup window:

From there you can see the widget name and have various options where to look for the colours.

 

Last but not least the Theme Builder (but most likely it's applicable to backend only):
