I need at least one user from each of these 11 groups to approve the Change in the decision step. However, what is happening now is that if one user approves the Change, the approvals from the members of the other groups are no longer required.
All the decisions follow the same rule: if the Change is in the "Assess" state. In the decisions, the groups are set as "Wait for – First Response".
How can I configure it so that at least one user from each group must approve the Change before it can proceed, instead of just one user across all groups?

Hi @Paulo Machado,
I'm worried there's no easy way how to meet your requirements.
If you have an approval asked from 11 groups and you require approval from every single one of them, then it must be scripted or perhaps a decision table but that will be a hell of work, I can tell you.
Try talking to the process owner, where it isn't possible to do it approval by majority (51+ %) or something similar.
Eventually, are these 11 groups always the same of they vary as per location or other attributes? And how many members are there in these 11 groups? Try to think of any design where these 11 groups would be merged into a parent group and make the decision from the parent group.
Let me know if it can be made simpler in some way
