Change Decimal field to round to nearest thousandths place

How do I change the rounding place property for a decimal field?

Number of decimal places always rounds to 2 even when 'scale' is attribute is set

I read that KB but "Scale" is not an attribute option. Am I missing something?

When you enter below in the attribute field and save, attribute will be added in the list as seen below:
