How to change homepage for a specific user as user does not want dashboards in his homepage

Does this method is only used for dashboards as I was trying to set incident form as homepage (tried to copy/paste incident form sys id in dev), but it isn't showing up, but it's working for different dashboards.

It works only for dashboard mate, why you want to set Inc form as home page?
