Dear Friends,
Do we have any functionality in change management where we can add approvals anytime like AD HOC Approvals.
Can approvals can be forwarded to other someone else in Change Managements.

You can use delegation to have other people approve on your approvals.
Ad hoc approvals can be used, but you need to have your flows/workflows adjusted as well. If your approvals are created on step 'x' you need to make sure that your ad hoc approval sets all other approvals to 'no longer required' and updates the record to approved so you enable the change itself to continue. Just creating a new approval record will not override the current setup.
If this is a really necessary development, I would create a separate flow for it, ensuring everything is handled correctly (you do not want your change to get canceled, due to timing issues). An "overrule approval step" flow will work if setup and tested thoroughly on all possible use cases.

Atul: Yes and NO. You ( Change manager) can add the approvals in run time by going in Approval tab and click on Add button. BUT, to make sure it work properly and accurate , you need to update the validation in WF/ Flow as it is manually added , also you need to test if change get rejected then this manual approval also trigger again , so a good testing is required.

Atul: Yes, it is possible via Delegation. In this case the user who is OOO can raise the delegation request and in his/her absence approval will go to new user only. Delegation is OOTB available.

Yes, There is an option to setup delegates for the user or the SNOW Admin can reassign.
