When change_request state is changed to implement then automatically creating 2 change tasks in change tasks related list, which functionality is triggering for this

Check the workflow , may be from workflow its triggering change task.

This is for normal change 

There is one work flow called 'Change request - Normal change tasks' .but I have deactivated for testing purpose still change tasks are creating and also there is no such condition like when change state is implement

Are you checking on existing Change ...?? if yes then , workflow is already attached to that record.

After deactivating workflow , have you checked by creating new Change request..??

In that workflow there is no such condition like if the change state is changed implement then need to create change tasks from where it was mentioned
