Change Module - Risk Assessment

I have a business requirement of not allowing completed risk assessment questionnaire to update the 'Risk' on change record. They still want to have the questionnaire to know the answers. How can I enable this? 

 

We are only looking to do this for Emergency type changes.

 

Question is how to disable updating the 'Risk' field when questionnaire is submitted for emergency type change.

You need to update the OOTB UI action and add the condition for emergency change as well, as we have in Normal change.
