Change phase and phase on change request

On a change request form, there are 2 fields: 1. Phase (drop-down field) - choices are Accept, Plan, Build and Requested 2. Phase state (drop-down field) - choices are Approved, Complete, Implementation, On hold, Open, Rejected, Testing, Work in progress What is the user of these two Phase fields on the change request form? Is there any conjunction to the 'State' field? Any leads will be appreciated. Thanks in advance!!

The implementation that I have worked on have not used those 2 fields much. So I can't comment on the exact purpose of those fields.

But as far as I can understand, you could relate these fields to the fields on requested item that is stage and state.
