change row/cell/column color in report

I'm betting the answer is no based on other unanswered questions I've already seen... but is there any way to change column or row colors for reports in service now?
Something similar to display rules in excel. I know you can create a style to change background color of a table but even that doesn't show up on a report. (which be honest, that doesn't change hardly anything. a balloon of red in my cell != a red cell) Is there any sort of customization you can do to accomplish such a thing? Or are there ANY customization options you can make to list reports?

Ok I just happened to be reading the UI Action Wiki and I saw this:

granted that is not a report but that's essentially what I was always trying to do I thought was not possible. Now using Helsinki I've always got coloring like this:
which I like much less. So now I know what I'm after is possible but the wiki is about UI actions which I'm pretty sure can't color anything. So how the heck do I go from here to there?
