Change Task should be closed only by Assigned to person?

Hi all,

The change Task should be closed only by Assigned to person and the member of the assignment group even admin should not closed the task.

How we can achieve this through acl or Business rule

I have already tried this ACL but it's not working our dev is in Washington DC .I am not able to figure out the issue that's why i have raised question.

Do you know why ACL is not working

Deny unless feature is not available in Washington Dc upgrade, could you please provide screenshots of your ACL?

Maybe there are other ACL on the field which are allowing access

I have found 2 ACL allowing access 

Now how i need to modify my acl or existing acl
