Choices not available in sys_choice_list but available in form view

I came across this today, where the choices for a field are available in the form but when I select "Show choice list" nothing shows up. I want to know where the choices come from.

 

I have checked if any client script populates it but nothing there.

 

Table name: sys_trigger

Field name: system_id

@Bhavani Shankar @SN_Learn  Could you please check if "Create Choice List" button is available on the system dictionary of "System ID" field.

Initially no choices are displayed. On clicking that, it generates the list of choices records available and displays in the choice table.

Yes, that created the choices list.
