Client Scripts running while inactive.

I have made 2 client scripts in my PDI. One is onLoad and one is onSubmit. They are both set to Active = false. Both still run. I have checked in my Update Set and they are showing correctly as "

<active>false</active>". I have cleared my instance cache with "cache.do". I have cleared my browser cache, tried incognito, and a different browser, but they both still run. Short of deleting them and recreating, I am at a loss for next steps.

It could be another active client script on the same table/field, or a ui policy or ui policy action impacting that field.
