Hi,

  1. If the requirement is to hide an HR Service from specific HR agents/groups while creating a case, COE Security Policy is not the right mechanism.
  2. COE Security Policies are used to control access to HR cases, rather than filtering the HR Service choices on the Case Creation page.
  3. OOTB HR Criteria can filter available HR Services based on the Subject Person, but it is not designed to hide services based on the HR agent creating the case.
  4. So if the requirement is specifically Agent/Group-based HR Service visibility, this would need to be evaluated as a Case Creation UI/reference-qualifier customization rather than a COE Security Policy.
  5. If the requirement is based on the Subject Person, then HR Criteria is the appropriate OOTB option.
