I am Task to configure this report. I need to combine the rows(Victim's citizenship) into only 2 rows and make them US row vs non-US row. Any suggestions on how to.

In the "Rows" section, if you have the fields available you can add those as 2 diffrent rows, below is an example i created where i have added 2 rows Actual start and actual end:
