Consistently Inconsistent User Criteria Results Between Browsers

Hi all. Wondering if anyone has seen this before who might have helpful advice. Thank you in advance!
I will let the picture do most of the talking. Basically we have a situation where the only difference is the browser you use that affects User Criteria (and Chrome is the bad guy in this case).
1. User does not (according to UC Diagnostics tool) meet the criteria to view two catalog items.
2. If I impersonate this user in Firefox, she in fact cannot see the items in Service Portal.
3. If I impersonate the same user in Chrome, she can see the two items.

Try using cache.do before impersonating each user. It sounds like the cache is getting in the way. If that's what's happening try a real test by logging in as these users without impersonating them.
