To create a custom Flow Designer action in ServiceNow that integrates with Dynatrace and updates the Dynatrace problem record with the ServiceNow incident number as a comment.

For this you need to know Dynatrace API endpoint, authentication details and send the Request body to that endpoint.

Seems you are trying to create/update record into Dynatrace from ServiceNow when INC is updated and in return you will get some reference to that record or either success/failure.

what did you start with and where are you stuck?

check the Dynatrace API docs and connect with their team to understand further details
