I want to create a EXPEDITED change model to bypass CAB approval and require only manager approval from the submitting group. I noticed ServiceNow has a OOB expedited model but the workflow does not allow for approvers. Is it better to create a new Change model and workflow or use the OOB feature. I don't see much feedback or articles on the new expedited model. What's the best approach?

I will recommend creating a new change model for this purpose, and add the start transition and approval as per need. The Chinese model will be like fit for purpose and fit for use, and low code as well.
