Create service catalog for uploading/updating API data

I want to create service catalog for the first time 

• If this is the first time API is being imported then approval is required by XYZ Team
• Otherwise, no approvals required.

 how I can do this ?

for example   if we are getting data from api we need to  gets it transformed into target table. but before transferring data to target table we need to check whether the data is uploading or updating. if uploading the data for first time from api then we need team approval before updating in target table it and if we are updating data then we don't allow them
