Creating a list view report using multiple tables.

I am trying to the Affected CIs and impacted services for a given change number with emails of the owners. Is there a way to do this if I don't have database view access? I need to see it in a list view.

yes, you can use the CMDB Query Builder.

You can dot walk to this information in a list report. So when your choosing columns and you see a green one with a plus sing next to it. You can expand into that table.

Just click on the expand icon like the screenshot below. Repeat until you get to the data you want.
