Creating a workflow so that approval is required from each group when selecting all options

Hi,
I need to create a workflow that will require approval depending on which Market is selected.
The problem is that if all are selected, Markets approval should be required from each group.
Now the problem is that if I create a workflow that checks the Markets one by one, after the first matched selection - the rest of the approvals are not required.
How to best achieve this?

Create a flow, in which you create the approvals for each selected market group (for each function) and only approve if every group approves. You won't be checking them one by one.

Why try it the hard (and legacy) way, if the flow designer is right there to be used. You are saying you need to create it. Why create a workflow? ServiceNow even warns when you are creating a workflow, that it is legacy and you should use other functionality.
