Cross scope access error after upgrading ServiceNow/Nuvolo

Hi there,
I am hoping someone can help me out. We are in the process of upgrading ServiceNow to Washingtondc and Nuvolo to Thailand and since completing these updates, whenever an approval is completed in the system, we are getting this error:
"Execute operations on script include 'NuvoloProperties' from scope 'Nuvolo Platform Service' was denied. The application 'Nuvolo Platform Service' must declare cross scope access privilege. Please contact the application author to update their privilege requests."
There are no records in the "Restricted Caller Access Privileges" table that are not set to Allowed. I attempted to recreate the Cross Scope Privilege record without any luck, and the record does exist already, so I am not sure what else to try?
