Debugger will not launch

I have started having an issue where the Debugger will not launch.  I have tried this on multiple browsers. multiple computers, multiple instances, rebuilt my user account so everything was clean, reviewed Snow error logs and console logs.  Nothing indicates that the system even recognizes that I clicked the link.  When I click the link, absolutely nothing happens; it is as if I clicked in white space.  No errors, no flickers, no response of any kind.

 

None of my co-workers are having this issue on similar desktops and the same instances.  I have the same access, same roles, same everything.

 

I even used a completely clean windows account so there could be nothing I had done to the browser, no change.

 

Please, someone have an idea of what has caused this.

Please check is there any browser permission restricting to open launcher.

Browser is entirely default and no other users have this problem; they did not need to change anything from default.

 

That other issue is within the debugger, I can't even get that far.

Please check with it team on popup restrictions or equivalent 

Browser settings are handled by a policy that we can't modify, everyone has the same settings, yet I am the only one affected.
