Debugger will not launch

I have started having an issue where the Debugger will not launch. I have tried this on multiple browsers. multiple computers, multiple instances, rebuilt my user account so everything was clean, reviewed Snow error logs and console logs. Nothing indicates that the system even recognizes that I clicked the link. When I click the link, absolutely nothing happens; it is as if I clicked in white space. No errors, no flickers, no response of any kind.
None of my co-workers are having this issue on similar desktops and the same instances. I have the same access, same roles, same everything.
I even used a completely clean windows account so there could be nothing I had done to the browser, no change.
Please, someone have an idea of what has caused this.

Ok , check one more time for popup restrictions in browser or else raise case with servicenow

Mine and other users browser does indicate pop-ups are blocked, but there is also an exception for internal resourses that bypasses the restriction.
Also, a co-worker suggested that I try opening a script and clicking the bug rather than using the menu object. This method worked, so I can get there, but it is weird that the menu that I have always used is no longer working.
