Default value for Currency in Price-fields

I have a requirement to set EUR as the default currency for Price-fields (e.g. the Price-fields in Catalog Item forms and Change form). Main location users are working is Finland.

Requirement is, that EUR is the default currency and USD an additional currency. Both should be selectable in the drop-down on Price-field, but EUR should be the first currency there (meaning that I want to change the order of the currencies globally). Is there any way to achieve this? I have attached a screenshot of the field and the drop-down. 

So far I have made sure, that only these two currencies are active in Currency-table.

I have set property "glide.system.locale" to 'fi.FI' and "glide.i18n.single_currency.code" to 'EUR'. 

System property "glide.i18n.single_currency" is set to 'false' as we want USD to be also available.

System timezone is 'Europe/Helsinki'.

The little pen icon next to the field only changes the order of currencies for the particular field on the current form, not globally.
