How do I determine what email address is attached to a ServiceNow Developer Instance? It's now showing in my list, I'd like to restart it.

I dont think you can get that option ( if its orphan instance now ) as explained by @Dr Atul G- LNG unless you have configured your email some where in instance like email account, user profile. Even if you found the email, how you will link with developer portal account.
The best option, keep using until its available and get a new PDI , transfer all work to new PDI.
