Developer instance stuck on plugin installation

My personal developer instance is "stuck" on the installation of a PA plugin. I see the following messages in the plugin list: Application installation is unavailable because another operation is running: Plugin Activation for com.snc.pa.premium.ppm.
I cannot find an active transaction that is running this. Sometimes the message disappears after a few hours and the plugin is marked as installed, but the functionality of the plugin is not visible.
Any suggestion on how I can get this "unstuck" and install this plugin?

The times when plugin is marked as installed, do you see a "Repair/activate" related link in the middle of the form? If so, click that link and see what it does?
