difference between ITIL users and Non-ITIL

Hello All,
i wanted to know what all stuff can they access and their limitation
what can a non itil can do && itil user can do

An itil user can view all incidents,edit the incident,etc.Same for problem and change.
A non-itil user can create an incident and can see only that one created incident.
A non-itil use can't view all incidents.
For More details you can go through the ACL's.
It will give you an deep idea about it.

Yes he can use Service Portal.
Consider Non itil user as your end user. Who can walk through portal order things and read document.s
ITIL user is kind of a agent working on your request who will fullfil it for you. Can create tickets for you , can route tickets.

Yes Non-itil use can use Portal.Consider him as End user.
