Difference between KB and KBB

Hi. I have a requirment to add user criteria on all HR related KBs.
I could see we have knowledge and knowledge block. What is the difference between and should we add criteria to both kb and kbb or adding criteria to kb is enough

The user criteria applied to knowledge base, will automatically apply to kb (knowledge article) and KBB (knowledge blocks).
KBBs are within KB so no need to add different criteria for them.

I need to update criteria for article level, not in base level, base level we have given can read as public role users.
So in article level I am giving can read.
My doubt is in this case should I give criteria to article level or both article and block

@servicenow_devo "Knowledge Blocks" are reusable piece of contents that you can add in the Article body of "Knowledge Articles".
You should add user criteria to knowledge base and it will applied to "Knowledge Blocks" and "Knowledge Articles" both if the knowledge base is used in them.
