Difference between KB and KBB

Hi. I have a requirment to add user criteria on all HR related KBs.
I could see we have knowledge and knowledge block. What is the difference between and should we add criteria to both kb and kbb or adding criteria to kb is enough

Hi, thanks for the response and I'm clear on the video.
But in our system, in base level we are given can read=public in hr kbs. And in article level can in given again.
So I think article level I need to give, As per flow of van read fst check in base level then in article level.
My query is if above understanding is correct then we should apply criteria on article level only right?
