Form Layout: It's the traditional tool for quickly adding, removing, and reordering fields on a form. 

Form Builder: It's a modern drag-and-drop designer that provides visual Form Creation, Sections, more of maintainable user experience similar to Form Designer.

Hi @SrinivasS218965 , A form builder is new UI where you can add the fields and configure them as well and drag them to readjust them on form wherever you want those field to be.

Basically UI builder is a combination of both from designer and form layout, where as form layout can only be used to move fields on form and create and see the views that are there on the form.
