I need to disable the submit button in catalog item on service portal and employee center as well. Is this possible to perform this through catalog client script?

if you disable then how will they submit?
What's your actual business requirement?

This is just to show the user, the details of the item but there is no other functionality required after submitting so we need to disable it...

what's the purpose of just showing the form if they are not going to submit it?
Is this a business requirement or just for learning?

Then consider creating a content item - it looks like a catalog item but doesn't have the submit button. it only holds the data in it.
