Disable the dialog box on problem task

Hello Developers,

I am facing one issue with assigned to field on the Problem task table. Whenever we click Asses button Dialog box is popup with assigned to field as mandatory. 

Share screenshot for your reference. Please help to disable this.

You can change the code in the UI action, so it just moves the state (you will still need to fill out the assigned to, because it's mandatory on assess).
