This is expected behavior in a PDI.
Some plugins, especially those related to ITOM/SAM/discovery are resource-intensive and may fail to activate even after they are installed from the Developer Site. Since PDIs do not come with official ServiceNow support, there isn't much that can be done other than trying again.
My recommendation is to keep trying, and avoid activating multiple plugins at the same time. Instead, activate them one by one, allowing each plugin to complete successfully before starting the next one.

- Log in to your ServiceNow PDI and navigate to the Plugins section.
- If you see an Activation Failure message, note that the plugin may still have been installed successfully in some cases.
- Open the Discovery plugin, go to Quick Actions, and select Repair.
