Discuss Button in Native UI

I have a requirement to get the DISCUSS button on Incident, RITM form on Native UI not workspace.
Discuss button is available on workspaces, is there any OOB way to configure it

Please go to that UI action from list of UI actions.

Check the UI action visibility part where you can find sections. Check if it is configured for other views.

"Discuss" is not a UI Action.
