Discuss button not working in a custom workspace

Hi
I need help displaying the sidebar discussion pop-up in the custom workspace. The out-of-the-box discuss button is displayed on the form. But when I click the button, the sidebar discussion does not open. I have verified the task actions, and it looks good to me. I even followed the article below to configure but no luck. Can someone please assist me with this? Am I missing anything?

NOTE: Sidebar functionalities are being integrated in Service operations workspace collaborate tab from SOW v3.0. If SOW v3.0 is installed please skip this KB and utilise the collaborate experience being built under SOW (*Please make sure you are on Vancouver, SOW v3.0 is installed and Omni-Experience Standard Feature Set 3.1.9 is installed*)
Hope you considered this. You may log a Now Support case if stil not work

I did. ServiceNow has responded, saying it is a known issue in UTAH and resolved in Vancouver.
