Display Category and Subcategory in Tiles view in service portal

Hi Guys,
I am trying to display category and subcategory as tiles format in service portal sc_category page.
I tried below article but no luck. can anyone please tell what things need to be modify to make it work.

Hi,
I think the issue is related to ACL's on "sc_category" table. May be it is not configured correctly.
Can you please check whether read ACL on sc_category table is opened to all.
