Do not insert approval record if user has to approve two times in Change Request

Hello All,

I have a change approval flow where I have Assignment Group Manager approval at assess and service owner approval at authorize state. Consider there comes a scenario where Ass Grp manager and service owner person is same . So in that case the same person has two approve the same change request two times. 

So in above scenario i want to skip (not show the approval record in approvers tab) when grp and manager and service owner are same persons. I understand like we need to write Br to restrict insertion of approval record but I am unable to get the logic of how to check whether the same person has already approved or not .Can anyone help me on the script to restrict insertion of approval record.

This wil be more challenging , instead of this, put restriction that a user cant   approve more than 2 times.
