Good question. VTB is included as part of the standard licensing for the product. It is like reporting, workflow, or notifications. It's just part of what you get with the ServiceNow platform.

is this also the same in London and Madrid? Or are there any licences needed?

Can every Service Portal user view (and edit) the tasks of the other members of the task board?
