Do we need ServiceNow's orchestration licence even if I am not using any orchestration activity in workflow for outbound REST integration?

Hi All,
We are working on one of the ServiceNow project which involves outbound REST integration between ServiceNow and third party tool(VMware vRA tool).
Here we are making REST calls to third party to get the details for token generation, authentication, finding entitlement and other related stuff.
To make REST calls, we are NOT using any orchestration workflow activity. These REST calls are initiated within Script Includes which are called by various entities like processors, business rules etc. but not through workflows.
Can anyone confirm -"Do I need core Orchestration licence to make any outbound REST calls to third party?"

No, Inbound and outbound SOAP and REST is available without Orchestration.
