Does 'SPM Standard' entitles for the idea manager dashboard?

Hi 

One of my customers reached out asking about "Does 'SPM Standard' entitles for the idea manager dashboard?"

I'm new to SPM, Can someone please explain if it does and how they can install it if they have SPM now?
