Duplicate Error Message occurence

Hello All,
I am facing something unusual in my error message where duplicate error message comes in one scenario whereas no duplicate message in other scenario while using Data Policy. I was working on a requirement such that work notes to be always mandatory whenever my catalog task state changes to "Pending". So I wrote a data policy to restrict from list view also such that when a user changes the sc task state to pending from list view my data policy will work and restrcict updating. I also selected "Use as UI Policy on client" so it will work on my form as well. 

Unexpected scenario:
The unusual thing I am facing from my data policy is when I open my tasks lists in same page where my filter navigator option will be present I am getting two error message when I tried to change the  state of task to pending. Attached image for reference

Expected Scenario:

The same tasks list when I open in a new tab(Not the same page where my filter navigator I will not be bale to see) that time I am getting only one error message from data policy  when I try to change the state of task to pending .Attached Image for reference

I am not understanding why this is happening . if anyone has faced similar situation earlier please share your inputs. I am trying to resolve but not getting it..Stuck in this. Can anyone please guide me on this. Thanks in advance.

NOt 100% sure, but use UI policy oncelledit instead of Data Policy.
