Duplicate form ui issue

Hi all,

I am facing duplicates form ui issue when ever we try to committee the update set from dev to uat it create duplicate form ui  like below ss. we use this article https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0716271... but this issue is appearing again and again when we committee any ui changes

those are duplicate form sections

In DEV also there are duplicate?

Form designer is duplicating sections
