Dynamic questions on Assessment Metric based on user input

Hi All,

We have a requirement where there will be a Record Producer where user will put some Questions with Data Type and once submitted, Assessment Instance to be triggered to the selected user.

Now the catch is that questions provided by user on Record producer should be added additionally as question on Assessment along with some default defined questions and this should be only for that particular Instance and not for everyone.

How to achieve it?
