Yes, you absolutely can use the ServiceNow ECC Queue without a MID Server for many integrations, especially cloud-to-cloud or direct web service interactions, as it's the core channel for any external comms; the MID Server just handles secure on-prem/internal system connections, but for direct REST/SOAP calls to cloud APIs, you interact with the ECC Queue via scripts/Flows directly to queue/process messages.
