Edit OOB Pop Up on Portal

For attachments on catalog item or record producers, 
I am seeing this pop up.

This seems like a OOB pop up. 
There is no widget for this nor it is mentioned in any widget.

How can we edit this pop up box?

This is the expected behavior starting from the Paris release and the encryption popup appears for the users, who have an encryption context associated only. However, you may want to disable/hide the popup even for the users, who have an encryption context.

The popup functionality is controlled by the "spAttachmentUpload" Angular Provider script.
