Email Communication for Purchase Requisition (PR) in Specific States

Out-of-the-box (OOB) functionality in the Source to Pay scoped application restricts email communication when a Purchase Requisition (PR) is in any of the following states:
• Closed - Rejected
• Closed - Complete
• Closed - Canceled
• Pending Submission
To overcome this limitation, what could be the approach?

We should create a custom UI action for this or can someone please suggest.

how is the email communication restricted? any conditions are added?

 Please find the attached screenshot. This is for specific source to pay application. I checked Incident record in the closed state, and it’s available even when the incident is closed and we cannot be updating the work notes as well after close the request.

So you don't want the Email option if incident is closed?

if user has write access then that option is seen

No, we want this EMAIL option even the state is closed cancelled, rejected, completed of PR.
