Email is send-ignored

Hi Team,

i am trying to send an email, looks every thing is right for me but after email is triggered I can see as "send-ignored" and recipients is empty. where do  need to look. please suggest where am i missing

Can you deactivate the Business rule named Ignore duplicates  and check your scenario?
